There are 45 orphanages in the Perm region, all overcrowded. Many children are abandoned by their parents because they are considered a burden to their family and are not cared for. The orphanages are depressing, the children are lonely, and there is little hope for a better future.

Because of the great number of children in these institutions, there is no room for those older than 16.

At the age of 16 (sooner in some cases, if they're troublemakers), the children are released with about $60 US equivalent, and must begin to fend for themselves. Although the Directors of the orphanages try to help establish the orphans in order to begin their new lives, most of them, once released, do not succeed.

These children do not succeed because there are no plans for training them, nor are there any places for them to live with adult supervision after they turn 15 or 16.
